2022 State Budget : Understanding Major Modifications

Certain modifications have been made on the 2022 State budget of Cameroon. The readjustments are contained in an ordinance signed by the President of the Republic, Paul Biya, on June 2, 2022, to amend and supplement some provisions of Law No. 2021/26 of 16 December 2021: Finance Law of the Republic of Cameroon for the 2022 financial year. According to the modifications, the State budget for the 2022 financial year has witnessed an increase of FCFA 328 billion. It is now balanced in terms of revenues and expenditures at FCFA 6 080 400 000 000, including FCFA 5 977 700 000 000 for the general budget and FCFA 102 700 000 000 for special appropriation accounts.
In essence Section 21 (A) has been inserted immediately after Section 21 of aforementioned Law No. 2021/26 of 16 December 2021. Furthermore, the provisions of Sections 34, 47, 48, 49, 50, 51, 52, 53, 55, 58, 59 and 60 have been amended and supplemented. The added Section 21 (A) provides for the payment of Covid-19 PCR screening tests and fixes the amount at FCFFA 30,000 per test. Resources to curb the spread of the pandemic, through the National Solidarity Fund has witnessed a drop from FCFA 65 billion to FCFA 50 billion. 
Section 48 of the Ordinance presents modifications on products and revenues applicable to the State budget. Total revenue (taxes and loans) now stands at FCFA 4 billion 243 million 200 thousand, as compared to the initial voted amount of FCFA 4 billion 029 million 200 thousand, thus an increase of FCFA 214,000 million. Tax revenue has witnessed a deduction of FCFA 40,000 million (from FCFA 3,188,700 million to 3,148,700 million) while other revenue has been adjusted with an increase of FCFA 254,000 million (from 638,200 million to 892,000 million). Still on revenue, projections on loans reveal an increase of FCFA 114,000 million. Parliament had initially in the November session of 2021 adopted FCFA 1,635,500 million and the modifications on the Ordinance now puts the amount at FCFA 1,749,500 million.
