National Assembly : Speaker Highlights Decentralisation Aspirations

Hon. Cavaye Yeguie Djibril was speaking during the opening plenary of the November session of the House on November 10, 2022.

The House Speaker of the National Assembly, Hon. Cavaye Yeguie Djibril has presented the aspirations of the population on the need to build on progress made in decentralisation and to enhance the latter. He was speaking as he chaired the opening plenary of the third ordinary session of House on November 10, 2022. The November session will essentially be devoted to the consideration and adoption of the finance bill (State budget) for 2023.  It was opened in the presence of members of government headed by the Prime Minister, Joseph Dion Ngute and members of the diplomatic corps. 
In addition to reforms on local taxation, the House Speaker stated that the people’s representative expect government to enable local and regional authorities to adopt performance budgeting.  He added that another important aspiration of the sovereign people is universal health insurance coverage. Hon. Cavaye Yeguie Djibril said he was pleased to note that the pilot phase of the project is currently underway in five regions of the country. 
One more aspect highlighted by the House Speaker in his speech, is the need to pursue the implementation of the recommendations of the Major National Dialogue, especially on the special plan for the reconstruction of the North West, South West and Far North Regions. “Talking about the Far North Region, the sum of FCFA 165 billion 334 million was disbursed recently for the reconstruction of the region. That is why as a son of the Far North Region, I have the honour to express, from the people’s rostrum, the profound and deferential gratitude of the people of the Far North Region to President Paul Biya,” the House Speaker said.
