Decentralisation : Councils Take Lessons On Resources Mobilisation

This will permit the institutions to respond to development challenges and needs of their population.

Cameroon's local authorities are facing difficulties in accessing financial resources. This is due to the insufficiency of structures and support mechanisms. There is also the competitive nature of support mechanisms for local authorities. Their dependence on exclusive funding is on FEICOM. The National Training Programme for City’s Management (PNFMV) indicated that councils always fail in obtaining financing from other local or international private financial funders. That it is due to lack of knowledge of available funding windows and/or development projects that are ill suited to the priorities of international funders. This situation does not always enable the councils to carry out development projects, as well as the lack of knowledge of certain funding windows. 
To surmount these challenges, the National Training Programme for City’s Management assembled Mayors, Secretary Generals, financial executives, local development managers from 30 councils throughout the national territory in Limbe.
