Bill No 1068/PJL/AN which seeks to authorise the President of the Republic to ratify the revised treaty of the Inter-African Conference on Social Security (CIPRES) adopted in Abidjan on February 14, 2014 has been presented and defended by the Minister of Labour and Social Security, Grégoire Owona before the Foreign Affairs Committee of the National Assembly. Minister Grégoire presented and defended the draft instrument on March 30, 2020 accompanied by the Minister of External Relations, Mbella Mbella in the presence of the Minister Delegate at the Presidency in charge of Relations with the Assemblies, Bolvine Wakata.
CIPRES is a control and technical support body for the African Social Security Fund and has the objectives amongst others of setting common management rules, and hamonising laws applicable to social security bodies and schemes for the wellbeing of workers. The explanatory statement of Minister Grégoire Owona states the innovations in the revised treaty concern the mandate of CIPRES, its organisation and method of financing.
