Revenue Councils : Struggle To Diversify Sources

As the decentralisation process becomes deep rooted in Cameroon, the population expect much from the City and Local Councils to meet their livelihood and development needs. The population is becoming more and more exigent with regard to local development.
The enlightened people at least certainly have an idea of the development missions of the councils contained in Section 407 of Law No.2019/024 of 24 December 2019 to Institute the General Code of Regional and Local Authorities. Councils have to invest in the construction and equipping of markets, parks and slaughter houses, improve access to drinking water supply and manage natural resources, create council roads, develop public lighting and electrify needy areas, equip health facilities, construct sports and educational facilities at the local level, and procure equipment for the improvement of local basic services. They also have the mission to boost the local economy, culture and health.
All these have to be done with resources which in some cases are not enough. Government in the law to Institute the General Code of Regional and Local Authorities has made provisions for the Financial Regime of Regional and Local Authorities.  Concerning revenue, the law mentions taxes, proceeds from the use of property and provision of services, allocations and subsidies. The law also makes provisions for other sources of revenue that go right to domestic and external loans as well as donations and legacies. Councils can also obtain revenue within the framework of decentralised cooperation in which partnerships are signed and the resources come in for the execution of specific projects.
The State has since 2010 been devolving some powers and corresponding resources to the councils to carry out development in specific domains. The councils have been struggling to oversee the execution of the projects contained in the transferred powers.  These projects do not replace the projects supposed to be executed by the councils using their own resources....
