National Roads : Innovative Repairs, Maintenance Mechanisms In View

In view of restructuring and updating road maintenance financing tools, the Minister of Public Works, Emmanuel Nganou Djoumessi, on April 5, 2022 defended the bill relating to the protection of the national roads asset before the Economic Affairs Committee of the Senate. 
Explanatory notes of the text which contains 89 sections divided into five chapters, seeks to update the previous legal mechanism established by the April 1996 law and takes into account the various developments in the country’s road environment. Major innovations ushered in by the bill, the Minister explained, include the improvement of road protection tools, by laying vehicle technical specifications and administrative rules to be observed prior to putting vehicles on the road, strengthening of sanctions by increasing the fines initially set, and updating of the road maintenance financing mechanism marked notably by the restructuring of the “Road Fund” whose resource base is broadened. In addition, the legal instrument creates a third window called the “Compensation Window” within the Road Fund to fast-track the implementation of road projects.
