Senate : Three New Bills Communicated

The Senior Vice President of the Senate, Senator Aboubakary Abdoulaye presided at the plenary sitting on June 15, 2022.
The bill to ratify Ordinance No. 2022/1 of 2 June 2022 to amend and supplement some provisions of Law No. 2021/26 of 16 December 2021: Finance Law of the Republic of Cameroon for the 2022 Financial Year was one among the three bills communicated to Senators during the plenary sitting of the Upper House of Parliament on June 15, 2022. The Senior Vice President of the Senate, Aboubakary Abdoulaye presided at the plenary sitting in the presence of the Minister Delegate at the Presidency in charge of Relations with Parliament, Bolvine Wakata.
The ordinance makes useful adjustments to the 2022 initial Finance law that contains the 2022 State budget. The budget has been revised upward from FCFA 5 752.4 billion in the initial finance law to FCFA 6 080.4 billion, representing an increase of FCFA 328 billion in absolute terms and 5.8 per cent in relative terms, of which FCFA 5 977.7 billion is for the general budget and FCFA 102.7 billion for special appropriation accounts. In terms of expenditure, personnel expenditure is FCFA 1 174.3 billion against FCFA 1 124.8 billion, registering an increase of FCFA 49.5 billion with secondary school teachers’ claims factored in , and those of health personnel anticipated. In general the amendment in the 2022 State budget has been tailored to reflect the prevailing socio-economic trends and recent developments on the international scene. The trends include the upsurge in per barrel oil prices, generating a revenue windfall, and a sharp rise in pump price subsidies, impact of the Russia-Ukraine conflict on customs revenue, reduction in budget support expected from the World Bank and the African Development Bank, and lastly, a bloated wage bill following the grievances of secondary school teachers and in anticipation, health workers.
