Acquiring a title deed in Cameroon - to assure land ownership - is still mired in under-the-counter transactions.
The reforms placed a timeframe on obtaining a title deed with 90 days! Quite salutary, you would say. Moreover, the process was decentralized, making it much easier to obtain a title deed. Without hassles, and within a relatively short timeframe.
But that is as far as the reforms went. On paper, they look so rosy and easy. But ground reality tells of another story. All together! Thus, defeating government’s intended good intentions. Today, the process is only hastened up and respected if the applicant is able to bankroll it beyond what the statute demands. Else, it can last literally forever! “The land tenure sector is characterized by much exchange of cash. At every level, you are obliged to oil the lips of an official before your title deed application is processed,” warns a Yaounde-based real estate promotion official. “If you fail to give money, your application will remain in the drawers of the officer for as long as you are “headstrong”,” he says.
