Local Taxation Reform: Accelerating Implementation

Various actors involved in the decentralisation process have examined possible ways of accelerating the transfer of resources and competences to local authorities, as well as the implementation of the law on local taxation promulgated in December 2025. This was during the first ordinary session for the 2026 financial year of the National Committee of Local Finance (CONAFIL) that held on March 12, 2026 and chaired by the Minister of Decentralisation and Local Development, Georges Elanga Obam, who is the President of the said Committee. The action plan of the Committee for the current year was adopted and the level of implementation of recommendations adopted during the last session of the Committee held in May 2025. Indeed, seven recommendations were adopted, with some already being executed and others in the course of execution, difficulties notwithstanding. A presentation by the technical secretariat of the Committee indicates that as per the resolution to organise a session with technical partners, ensure synergy amongst actors, and accompany stakeholders in the implementation of the law on local taxation, these have been executed. To this effect, the presentation added that several training sessions with technical partners have been organised as well as follow-up meetings to ensure the capacities of those concerned are reinforced. Some of the actions pending are the finalisation of programmes contained in the sectoral plan for the transfer of financial resources and follow-up measures for financial transactions.
