Parcours Vita Fitness Hubs: Government Transfers Operational Management To City Councils

The Secretary General in the Prime Minister’s office on June 10, 2026 directed the Minister of Sports and Physical Education to liaise with the five city councils for the handover.
In a major step toward decentralization, the Prime Minister has ordered the formal transfer of management over Cameroon's popular "Parcours Vita" fitness and sports complexes to local municipal authorities.
PM Instructs Sports Minister
In a correspondence dated June 10, 2026, the Secretary General of the Prime Minister’s Office, Prof. Séraphin Magloire Fouda, writing on behalf of the Prime Minister and Head of Government, Chief Dr. Joseph Dion Ngute, instructed the Minister of Sports and Physical Education, Prof. Narcisse Mouelle Kombi to immediately engage local leaders. The directive mandates the involvement of the Executives of the five City Councils that currently host these vital sports infrastructures.
In Furtherance Of Decentralization
The move aims to enforce long-standing regulations regarding the decentralization of sports and physical education administration. Specifically, the order reactivates the framework established by Ministerial Order No. 001/A/MINSEP of April 9, 2012, which outlines the technical conditions and responsibilities for transferring state powers to local councils.
Oversight Of City Councils
Under the new instructions, the Ministry of Sports will pivot from direct management to a supervisory role. The Minister has been tasked with overseeing, monitoring, and evaluating how efficiently the City Councils exercise their newly reclaimed powers.
Community Fitness Avenues
The "Parcours Vita" hubs - multi-sport and fitness trails located in major urban centers across Cameroon - serve thousands of citizens daily for exercise, recreation, and community wellness. By handing operational control to local councils, the government expects more responsive maintenance and tailored regional management.
Expected Soon
The Minister of Sports and Physical Education is expected to submit a comprehensive progress report to the Prime Minister's Office detailing the steps taken to finalize the transition.
