Soft drinks : Contraband Inundates Markets

The cheaper cost attracts most consumers to the product, irrespective of the health hazards.

Several rounds of investigations by Cameroon Tribune have shown that local markets in Yaounde, like elsewhere in the country, are overwhelmed these days by contraband canned drinks and expired bottled water. At the Acacia Market, like in the Central Market and Mvog- Mbi Market in Yaounde, vendors hawk assorted brands of canned brewages on wheelbarrows on a daily basis. A trader of fizzy drinks at the Mokolo Market, Kamenyi Tasomo Cedrick said he prefers selling the imported drinks because he gets a larger turnover. He however ruled out claims that the products imported from neighbouring Nigeria were expired. Kamenyi sells a 330ml canned malt drink at FCFA 350, though the similar brand sells at FCFA 500 in approved shops, and will sell three of such cans at FCFA 1, 000 if the customer is taking such quantity at a go. He notes that a pallet of 24 cans of the malt sells at FCFA 8,000 while a can of Harp beer which normally sells at FCFA 1,000 is sold at a giveaway price of FCFA 500. Kamenyi also sells canned Maltinal, Coke, amongst other fizzy drinks at relatively cheaper prices. According to another canned drink vendor who elected anonymity, the business is booming as consumers prefer the drinks to other bottled ones in the country due to the relatively cheaper cost. “I may be aware the drinks are expired when I have purchased them in stock but there is nothing I can do. It can’t really cause any harm and since we started selling, no one who consumes these products has complained of effects, talk less of death,” the vendor claimed, adding that he makes about 30, 000 FCFA profit a day. At some sales points, we observed that some of the products have two production and expiration dates; one superimposed on the other or at other corners of the container. Others do not even have any information as regards their date of manufacture and when latest it should be consumed. The canned drinks for the most part, have doubtful quality control numbers of regulatory agencies of neighbouring countries. We learned businessmen in the sector take advantage of the high demand of fizzy drinks in the country to smuggle in the product through unorthodox channels.

Quels sont les mécanismes mis en place par le ministère du Commerce pour contrôler les boissons commercialisées dans la rue ?

Votre question pose deux problèmes. Il y a d’une part l’activité en elle-même, c’est-à-dire vendre de façon non sédentaire et d’un autre côté, il y a la qualité ou la conformité du produit vendu. S’agissant du premier volet, la nouvelle loi qui régit l’activité commerciale prévoit et définit l’activité sous l’appellation commerce non sédentaire. La distribution et la commercialisation de la boisson peut se faire de cette façon. Concernant le deuxième aspect, je peux dire que les boissons sont soumises à une procédure de mise en conformité. En tant qu’unité en charge du suivi de l’application des normes rendues d’application obligatoire, la brigade prend des dispositions pour s’assurer de la qualité des produits qui sont sur le marché. Nous faisons ce qu’il faut pour que ces boissons proviennent des producteurs soumis à la procédure d’homologation de leur production avant la mise en consommation.

Comment s’assurer que ces boissons commercialisées dans des brouettes sont de bonne qualité ?

Nous avons vu dernièrement une boisson dont on disait dans les réseaux sociaux qu’elle était impropre à la consommation. On a remonté jusqu’au producteur pour nous rendre effectivement compte que ladite boisson, contrairement à ce qui était écrit, était bel et bien produite au Cameroun dans une unité bien installée et avait suivi toutes les procédures et les exigences liées au respect de la norme.
