Presidential Clemency : Littoral Ready to Release Freed Inmates

The Regional Delegate for Penitentiary Administration says they are just waiting for the text of application to begin work.

Officials of the Penitentiary Administration in the Littoral Region say they are ready to begin work on identifying inmates to benefit from the presidential clemency on the remittance and commutation of sentences. According to the Littoral Regional Delegate for Penitentiary Administration, Wantoh Francis Teih, they have downloaded the decree from the Internet just to have a fore taste of the document while waiting for the official version and text of application.
He says implementing the decree implies some intricacies which can only be specified by the text of application. “Remittance is usually based on the original sentence but this decree makes allusion to remaining sentence which creates confusion”, he said. For instance he says, article 1, sub 11 of the decree states that those serving a prison term of three years will benefit from one year remittance while those serving from six to nine years benefit from a three-year remittance. Now if someone was originally sentenced for seven or eight years and has three years remaining, he will be cheated if he benefits from one year remittance as compared to someone who was originally sentenced to three years and has to equally be fit from a one year remittance. “So these cases have to be clarified by a text of application.
