While the law is very clear on the financing of election campaigns for political parties support earmarked for traditional rulers does not figure in the Electoral Code.
Municipal Councillors and traditional rulers shall on December 6, 2020 go to the polls to elect Cameroon’s first Regional Councillors. Before the voting exercise is the campaign phase, and electoral campaigns warrant finances. The law to that effect provides some clarifications as per public funds to be provided for electoral campaigns by the Ministry of Territorial Administration (MINAT). Section 284 of the Electoral Code on public funding of election campaigns says the State shall contribute to the funding of election campaigns by defraying some expenses of political parties or candidates and the said expenses shall be included in the finance law of each election year. The aforementioned Code stipulates public funds earmarked for election campaigns for the election of Members of Parliament, Senators, regional or municipal councillors, shall be shared in two equal parts amongst the political parties taking part in the elections. The first part shall be paid after the publication of lists of candidates to all parties depending on the lists submitted and endorsed in the various constituencies and the second part shall be paid after the proclamation of results to parties proportionately to the number of seats obtained.
