Developing Douala Port Infrastructure : Transport Minister Clarifies On Eviction Mix-ups

Ernest Ngalle Bibehe explained the situation to MPs on April 1, 2022 at the National Assembly.

The Minister of Transport, Ernest Ngalle Bibehe on April 1, 2022 provided clarifications to the preoccupations of Hon. Soppo Toute Marlyse relating to the evacuation of the population of the Essengue village in Douala for the development of port infrastructure and the eviction of persons from public land of more than 150 hectares retained for the construction of the dry ports of Ngoumou in the Mefou et Akono Division of the Centre Region. This was during an oral question plenary chaired by House Speaker, Cavaye Yeguie Djibril. The law maker questioned the Minister on what is actually being done by the government to that effect.
Minister Ernest Ngalle Bibehe in his response said the Douala/Bonaberi port is a structure created by the State to receive ships and vessels, and secure goods either imported or to be exported.  -In conformity with the industrial development vision of the country, government, the Minister said, decided to expand its investment opportunities to cover the Port’s land which is clearly defined by the July 03, 1975 decree. He added that an evacuation alert was to this effect presented to those living in the vicinity in 2006, and in 2011, an interministrial group was put in place to physically delimit the entire surface area of the Douala, Limbe and Kribi ports. He further explained that all those in possession of “property title” or “customary property title” cannot protest that they have land within the earmarked public space of the port’s land given that the only document the State recognises is “land title”, a document which according to his observation was not issued for the said land by government to individuals.
