National Assembly : Two Civil Aviation Bills Tabled

Both legal instruments under review seek to maximise new resultant opportunities in aviation.
Some two bills relating to international civil aviation were on June 15, 2022 tabled at the National Assembly for scrutiny. Prior to being tabled, House Speaker, Cavaye Yeguie Djibril presided at the Chairman’s Conference, in the presence of the Minister Delegate at the Presidency in charge of Relations with Assemblies, François Bolvine Wakata, where the bill was deemed admissible. The plenary sitting during which the two documents were communicated was chaired by Deputy House Speaker, Hon. Mary Muyali Meboka.
The first of the two bills seeks to authorise the President of the Republic to ratify the Protocol relating to an amendment to Article 50 (a) of the Convention on International Civil Aviation (ICAO) signed in Canada on October 6, 2016. Initially composed of twenty-one members, subsequent amendments to Article 50 (a) of the said Protocol brought the ICAO Council membership to thirty-six in 1990. This fifth amendment therefore aims to further raise that number to 40. Explanatory notes of the bill states that the said increase is warranted by the need for a greater balance in the representation of Contracting States within ICAO bodies, taking into account its increased membership as well as the expansion and growing importance of international air transport services. Cameroon’s ratification of the Protocol under review would enable the country to maximise the new resultant opportunities.
