What are the conditions to create and operate a travel agency in Cameron? 
In compliance with Article 158 of the General Code of Decentralised Local Councils, the organization and management of urban public transport are transferred to municipalities and urban councils in accordance with Decree No. 2015/4209/ PM of 24 November 2015 setting rules to exercise these competences. Articles 1, 4, 5, 6, 7 and 8 of the aforementioned Decree define the procedures for the creation and management of bus stations, public transport infrastructures, etc. According to the decree, certain documents are required to open a travel agency among which a 2nd category licence, an up-to-date administrative document of the vehicles, a National Social Insurance Fund affiliation of drivers, a travel manager authorization issued by the Ministry of Transport as well as a   terminal manager authorization permit issued by the same ministry.
The government has struggled in vain to relocate travel agencies. Why this difficulty in reinforcing the measure and what could be the way out? 
The creation of new bus stations and the relocation of old stations or travel agency terminals are motivated by the development or revision of land use plans, urban master plans, etc. All of this is in accordance with the aforementioned decree, the General Code of Decentralized Local Councils, and Law No. 2004/003 of April 21, 2003, governing town planning in Cameroon. Travel agencies are in the process of occupying the areas developed by the various municipalities in liaison with all stakeholders of sustainable urban development.
