Decentralising Secondary Education : Some State Responsibilities

The national school map implementation and other establishing other governing laws remain in the purview of the State.


Some powers have been devolved by the State to Regions in the area of secondary education within the context of accelerating decentralisation. Nonetheless, there are some responsibilities incumbent on the State. This, in the spirit of the Presidential decree of April 27, 20223 is to ensure uniformity at the national level.
The formulation and implementation of the national secondary education and teacher training policy, preparation and implementation of the national school map and the preparation of laws and regulations relating to condition for the creation, upgrading, extension, opening and functioning od schools shall be supervised and ensured by the State. This implies that Regions will prepare and implement regional school maps based on the national document. It is also the role of the State to ensure the establishment and control of standards for the construction, equipping, maintenance and upkeep of schools. The recruitment and payment of secondary school staff remains the responsibility of the State. Regions will only recruit and pay support staff. Defining and adopting a national education and training programme objectives and general guidelines, the approval of textbooks and other teaching materials, as well as the moral, civic and intellectual training of school-age children and their identification needs in terms of support and teachers, remain the prerogatives of the State.
