Budgetary Orientation Debate : Document Highlights Priority Investment Programmes

Completing major first generations projects, fast-tracking decentralisation, accelerating the import-substitution policy, are amongst other priorities contained in the three-year text.
Government’s midterm economic and budgetary programming document for 2024-2026 which has been submitted to Parliament contains priority investment projects for the said period. Divided into five chapters, the document presents the evolution of key indicators of the Cameroonian economy, macroeconomic assumptions, State resources and expenditure projections, as well as public deficit management for the above mentioned three-year timeframe.
Going by the Priority Investment Programme (PIP) for 2024-2026; a tool for selecting and programming government’s priority investments projects for the said duration, it serves for improving the impact of public investment and strengthening the coherence of government’s portfolio of public investment projects in relation to the National Development Strategy (NDS30). Limiting wastage, in view of the multiplicity of projects and programmes that are often juxtaposed, rendering the projects implemented ineffective, and strengthening the preparation ad prioritisation of projects within administrations, as well as organising the partitioning of the National Development Strategy into operational, coherent and mutually integrated projects, by year of implementation.
The 2024-2026 PIP has been elaborated after taking into consideration the current context marked by the continued implementation of the NDS30, a budgetary space strongly constrained by the large volume of outstanding commitments; significant debt constraints; the implementation of the Economic and Financial Programme with the IMF; and lessons from project management.
