Preparing the 2024 State Budget : Major Directives Of President Paul Biya

A Circular signed by the Head of State on August 30, 2023 contains seven main axes to be considered when preparing next year’s budget.

As the 2024 financial year approaches, the President of the Republic, Paul Biya on August 30, 2023, signed a Circular highlighting major directives to be respected in the elaboration process.  Seven main axes are highlighted in the document on which emphasis should be placed. Woking within the framework of having a budget with socio-economic impact, major axes include; the commissioning of major first-generation projects; further preparation of major second-generation projects; strengthening social cohesion and the decentralisation process; the continuous implementation of plans and programmes for the reconstruction of the regions affected by crises, in particular those of the North West, South West and Far North; the continuous implementation of the import-substitution policy as well as the maintenance of security and health monitoring. In the course of 2024, the Circular reiterates that, the overall public policy objective remains the resumption of economic momentum and the strengthening of inclusive growth, in order to better guarantee the implementation of the National Development Strategy (NDS30). 
As a result, the Head of State instructs that the process of preparing the 2024 budget should be in line with actions contained in the Comprehensive Public Finance Reform Plan in order to strengthen the use of the programme-budget. The preparation of the State budget for the financial year 2024 takes into account the global and national macroeconomic context and is part of the continued implementation of the nation's economic, social and cultural development policy, underpinned by SND30, continuing to put in place the post-COVID-19 economic recovery plan, and the Economic and Financial Programme with the International Monetary Fund (IMF).
