The Speaker of the National Assembly, the Right Hon. Datouo Theodore spoke in Yaounde on July 8, 2026 as he closed the Second Ordinary Session for the 2026 Legislative Year.
The Speaker of the National Assembly of Cameroon, the Right Hon. Datouo Theodore, has strongly condemned the recent high-profile security breach involving forged presidential decrees intercepted at the State broadcaster, Cameroon Radio Television, CRTV. Calling it a serious affront to the foundation of the republic.
Speaking at the official closing of the Second Ordinary Session for the 2026 Legislative Year in the Paul Biya Glass House in Ngoa-Ekelle, Yaounde on July 8, 2026, Hon. Datouo demanded the preservation of the highest office of the State. After an individual falsified President Paul Biya’s signature and tried to broadcast a fake government reshuffle.
The Presidential Forgery Scandal
The shocking security breach took center stage during the final address of the 30-day legislative session. An unidentified individual successfully forged the signature of Head of State Paul Biya to draft fake decrees executing a major government reshuffle - a strict prerogative of the Presidency. The perpetrator then bypassed security protocols at the Cameroon Radio and Television and tried to have the fake documents broadcast on the public airwaves.
"The President’s signature symbolises the continuity of the State," Speaker Datouo declared to the Assembly. "Hence, usurping it or tampering with it constitutes a serious affront to the very foundation of republican institutions. On its part, the National Assembly decries and strongly condemns such reprehensible acts."
The Speaker urged the public to remain vigilant and show discernment in the face of disinformation flooding social media networks regarding the incident.
Critical Civic, National Priorities
Shifting focus away from the scandal, the parliamentary leader pressed citizens to redirect their attention toward vital national development initiatives currently underway. Key amongst these is the fourth General Population and Housing Census, alongside the nationwide Agriculture and Livestock Census.
The implored Cameroonians to welcome census agents into their homes, framing compliance as a major civic duty akin to voting. Reliable demographic data, he noted, is essential for the government to accurately plan infrastructure and adapt public policies to social realities.
In tandem with the census, the National Assembly issued a targeted appeal to youth regarding political participation. With electoral registers scheduled to close at the end of August 2026, lawmakers were instructed to return to their constituencies to aggressively mobilize unregistered eligible voters.
Outcry Over Femicides, Infanticides
The closing address also confronted a distressing spike in domestic violence across the country. The National Assembly expressed total indignation regarding a fresh outburst of femicide and infanticide cases, reminding the public that protecting women and children remains a collective responsibility.
