Modernising University research: Payment of 2026 Second Quarter Allowance Underway

“In line with the very high directives issued by the Head of State, H.E. Paul Biya, regar­ ding the progressive clearance of expendi­ tures related, on the one hand, to the special financial allowance for the moder­ nization of university research and, on the other hand, to the academic debt (2000- 2021) of State Universities, the Minister of State, Minister of Higher Education, he­ reby informs the national university com­ munity of the following: 1. Payments by bank transfer of the special allowance for the second quarter of 2026 Following the mobilization of funds by the Minister of Finance, 1,028,995,000 FCFA have been transferred, this Friday, 25 Sep­ tember 2026, to 1,300 lecturers-resear­ chers, through their direct bank accounts. 2. Cash Payments (billetage) of the special allowance for the second quarter of 2026 It commenced last Monday (21 September 2026 at 4: 00 PM). The Minister of State reminds lecturers-researchers concerned by this payment method that late comers are expected at the Accounting Agency of the Special Account, located on the 10th floor of Ministerial Building No.2 (Ministry of Higher Education, Room 1043). 3. Continuity The said payments (transfers and cash payments) are proceeding methodically, in accordance with the clearance and expen­ diture plans established by the competent services of the Ministry of Finance, subject to the availability of funds in the State treasury. 4.
