Organising A Plenary : How It All Happens

Benchmarks for democratic legislature are respected in the process.
Parliament as the legislative organ of a State, meets in plenary sessions to deliberate on legal instruments that have to deal with the life of the population. To make discussions more coordinated and in accordance with standards of democracy, they are held at the House Chambers (hemicycle). Cameroon has a bi-camera Parliament, consisting of the National Assembly and Senate. As a result, reflections on varied topics take place in the hemicycle of both Houses and during plenary sessions.
Prior to the holding of a plenary, a Bureau Order is signed by the House Speaker. The Order is sent to the mailbox of lawmakers. With the case of the National Assembly, every Member of Parliament (MP) has a mail box at the Hotel des Deputés and the Order is dropped therein. The media is also used to inform them and with the advent of Information and Communication Technologies, the Order is shared on their WhatsApp group. The Order indicates the starting time of the plenary and the agenda. The Secretary General then prepares the necessary literature that will be used in the course of the plenary. Usually, a plenary session could either be to deposit a bill, deliberate and adopt a bill, or a special plenary session to discuss on a topic that affects daily life. In the special plenary, a member of government presents efforts made in addressing a problem and questions are asked by the lawmakers for more clarification.
Lawmakers get to the House Chambers and sit behind their name tags. The tags vary in colours as each political party has its colour. When the Speaker gets in, he sits at the rostrum alongside a Secretary of the Bureau and the Clerk of the House (Secretary General of the National Assembly). Before deliberations begin, he verifies if the quorum is attained. At least, the presence of 2/3 (two-third) of Members of Parliament needs to be present for deliberations to begin.
